Like-for-Like Is Exempt. Changes Are Not.

The City of Chandler's Homeowner's Building Permit Manual lists like-for-like replacement of residential water heaters and water softeners as work that doesn't need a building permit.
The same manual says ordinary repairs do not include replacing or relocating water supply or gas piping. So the moment a replacement involves new gas line, moving the heater, or other piping changes, it is no longer a simple swap.
In plain terms:
- Same type, same spot, same hookups: exempt from a permit
- Tank to tankless, a move, or new gas or water piping: expect the city to require a permit
- Not sure? Chandler's Plan Reviewer of the Day answers that question at 480-782-3078
Exempt doesn't mean anything goes: the manual says an exemption doesn't authorize work that violates the code. A swap still needs proper venting, a working relief valve with its discharge line, and safe gas or electrical connections.

Tank or Tankless in a Chandler Home

Both work well here. The right one depends on how you use hot water:
- A new tank is the simpler swap and usually the lower price. The Department of Energy puts its typical life at 10 to 15 years.
- Tankless heats on demand, doesn't run out during back-to-back showers, and lasts about 20 years by the same estimate. It costs more up front and often needs gas, venting or electrical changes, which in Chandler means a permit.
- With 16.5-grain water, plan for scale either way. A tankless unit needs regular descaling, and a tank needs flushing. A water softener cuts both jobs down.
